NOTICE OF INTENT TO FILE AND 

NOTICE OF PUBLIC INFORMATIONAL MEETING 

SITE LOCATION OF DEVELOPMENT PERMIT / MAINE WASTE DISCHARGE LICENSE / MAINE POLLUTANT  DISCHARGE ELIMINATION APPLICATION 

Please take notice that EME Biofuels, LLC, P.O. Box 7249, Houston, Texas, 77248, (713) 447-8102, is intending to file a Site Location of Development Act amendment application and Waste Discharge License  (WDL)/ Maine Pollutant Discharge Elimination System (MEPDES) Permit with the Maine Department of  Environmental Protection (MEDEP) pursuant to the provisions of 38 M.R.S.A. §§ 481 thru 490 and § § 413,  and 414-A, on or about April 4, 2025. 

The application is for construction of a sustainable biocrude production facility with associated parking,  process facility, woodyard, storage, and utility improvements on a leased portion of the One North  campus, located at the former Great Northern Paper mill site. The MEPDES application includes discharge  of 36,000 gallons per day of non-contact cooling water. 

A Public Informational Meeting will be held in person at Our Katahdin’s office located at 245 Aroostook  Avenue, Millinocket, Maine, starting at 6:00 P.M. on Thursday, March 27, 2025. The purpose of this  meeting is to provide information about this project and the MEDEP Review process to any interested  parties.  

A request for a public hearing or a request that the Board of Environmental Protection assume jurisdiction  over this application must be received by MEDEP in writing no later than 20 days after the application is  found by MEDEP to be complete and is accepted for processing, or 30 days from the date of this notice,  whichever is longer. Requests shall state the nature of the issue(s) to be raised. Unless otherwise provided  by law, a public hearing may or may not be held at the discretion of the Commissioner or Board of  Environmental Protection.  

The application will be filed for public inspection at MEDEP’s office in Bangor during normal working hours.  A copy of the application may also be seen at the municipal offices in Millinocket, Maine. 

During the time specified above, persons wishing to receive copies of draft permits and supporting documents, when available, may request them from MEDEP. Persons receiving a draft permit shall have  30 days in which to submit comments or to request a public hearing on the draft. Public comment will be  accepted until a final administrative action is taken to approve, approve with conditions or deny this  application.
