This effort needs to look out to people from the area that can help with this. The US government just passed a multi-billion dollar bill to deliver this to rural areas that need it. Looking to be the "first in the nation" at this is not the right approach. Build the infrastructure and then work that. The previous effort was flawed because the 'Horse was not driving the cart. It was pushing it.' There are many from the area that can help. Reach out to them so they can get engaged.
