Hydro to Health Care?
If the hydropower generated by the mill is under the ownership of Our Katahdin can it be monetized to underwrite basic health care? Or monetized via a Bit Coin arrangement in order to reduce debt, store its value and purchase other services / infrastructure.

Use the A.S.P.I.R.E. Survey
The aspire survey.com is an asset mapping tool across 6 factors currently used in schools. It has good application to non-educational institutions of small scale as well. If interested and useful you can use for free, forever. Just a thought

Become the Zero Energy Small House mecca of the nation.
Start with zoning that is friendly to small square footage homes. Develop an east coast presence for dome manufacturing (PacificDomes.com & GeoDomeGuys.com are the two top competitors both in Ashland, OR) but with an added zero-energy build out. Currently both companies subcontract to Europe for their covers—seems the mill would have decent floor space. Shelter Institute in Bath Maine was pivotal in the owner builder movement but never ventured into domes. The founder (Pat Henin) is close to retiring and current attendees can't do field work so easily given legal / insurance concerns. Worth a chat with Pat as he's an amazing resource. I would be willing to ride herd on an exemplar project to demo this in terms of ease of construction, energy use, and portability. (Pacific Domes, Home Depot, Shelter Institute, etc would approachable.)
